Twentieth ruler of Bikaner, 1872–1887. The first ruler in Rajasthan to introduce electricity; founded the state's police force, hospital and modern administration.
p>Sardar Singh died in 1872 without a surviving heir in the direct line, and for the second time in the state's history the succession jumped to a collateral branch. Dungar Singh came from the Chattargarh line, descended from Maharaja Gaj Singh through his fifth son Chattar Singh — the branch that also produced the Lalgarh, Ridi and Tejrasar families of Bikaner. His father was Maharaj Lal Singh of Chattargarh.</p><p>The move mattered more than the usual collateral transfer, because this branch supplied not one ruler but two: Dungar Singh and, after him, his younger brother Ganga Singh, who between them held Bikaner for seventy-one years and made it the most conspicuous princely state in Rajputana.</p>
p>Dungar Singh's fifteen years produced the first genuinely modern administration Bikaner had. He introduced electricity — the first ruler in Rajasthan to do so — established a police force on modern lines, founded a hospital, and reorganised the machinery of the state.</p><p>Set against Sardar Singh's eighteen diwans in eighteen years, this is a different theory of government: institutions that persist rather than personal rule exercised through whoever happens to hold office. It is also the direct groundwork for what his brother did after him. The infrastructure programme, the representative institutions and the legal reforms of Ganga Singh's reign have their beginning here, and Ganga Singh inherited an administration capable of executing them.</p><p>He was knighted by the Crown and carried the full style of the house. He died on 19 August 1887 and was succeeded by Ganga Singh, then seven years old.</p>
